A test of a new emergency telephone dialing system Thursday has been
declared a success. The counties of Westchester, Putnam, Rockland and Orange,
within the 10 mile notification area of the Indian Point nuclear power
plants, were to test the system. Westchester did not participate because of
the tornado that struck the county the day before.
The test went extremely well, said Indian Point spokesman James Steets. He
said while the national connect rate is between 60 percent and 70 percent for
such a telephone notification system, the local one had about an 80 percent
message delivery rate. Persons and businesses that were called received a
recorded message alerting them to the fact that the call was a test.
Steets said if the counties decide to use the system in conjunction with
Indian Point for any quick notifications, Entergy, Indian Point’s owner,
would pay for the service. He estimated it would cost about $40,000 annually
for the high-speed dial in service.
